They almost always focus on the one they are better at in the US and Japan even though thre are plenty in hs and college ball. Othani is the only exception thanks to his Japanese team desperately trying to get him to sign rather than go to the US.

打撃が停滞するリスクを冒してでもピッチングを育てるためにハイAに留まらせるべきか？ それとも、まだ抑えられないレベルの打者と対戦してボコボコにされるリスクを冒してでも、打者として育てるために昇格させるべきか？

It’s not about whether it’s possible, it’s just really hard to manage that development. If you have a guy that’s playing in High-A, and his hitting says he’s ready to move up, but his pitching isn’t, or vice versa, you’ve got a conundrum.
Do you keep him in High-A to further develop his pitching at the risk of his bat stagnating from not facing higher level pitching? Or do you promote him so he can develop as a hitter, at the risk of him getting blown up facing hitters he’s not good enough to face yet.
