NPB is clearly higher quality compared to minor league baseball and you can see that by the significantly large amount of AAAA players who couldn’t even last a full season in Japan. Their's always a few people, mainly MLB and American fans, who have no respect towards the NPB, or other high quality leagues, and look down upon it. To them, if it's not MLB, it's beneath them. Their has been MLB players, those who have played in MLB, for years, try their hand in NPB and not had success. Like you said, By every metric possible NPB is the second best league. I live in Fukuoka (home of the NPB champion SoftBank Hawks), and I also think it's unlikely the current Hawks would win a 7-game series against the current Brewers. But baseball being baseball I don't think it's impossible, and if the Hawks get in the zone as the Brewers lose their groove anything can happen. The team talent difference is not as lopsided as some might think, and the Hawks could likely compete somewhere on the level of like the 2026 playoff White Sox or Guardians for example, and teams like that historically often upset the top seeded teams to win the world series.
As for NPB vs MLB in general, if the best NPB players weren't leaving for the MLB it would definitely make things much more interesting. Like imagine the current Hawks plus Ohtani, Yamamoto, and Seiya Suzuki and it'd be quite a matchup against any MLB team.

Having those three on one team is not as unlikely as you think, since the NPB only has 12 teams and the Softbank Hawks have a ton of spending power and have been an NPB dynasty with 9 championships over the last 15 years. I mean it's basically like the Dodgers plus Seiya Suzuki instead of Roki Sasaki or Kyle Tucker.
A real NPB all-star team would also include guys like:
Teruaki Sato (Hanshin Tigers) - .306/.383/.609 - 39 HR
Shota Morishita (Hanshin Tigers) - .292/.394/.557 - 35 HR

As someone who primarily follows soccer, I'd say we're much more likely to see something like this as a preseason series that is treated half-seriously (i.e. the winner says it's a legitimate trophy and the loser says it's just a preseason workout).

ボール：NPBはミズノ製で、MLBのローリングス製よりやや小さく、縫い目が高く締まっていて、革の表面に粘り気がある。
握りと投球：NPB球はしっとりしていて縫い目も小さいため、変化球やフォークが握りやすい。MLB球はツルツル感を抑えるためにデラウェア川の特別な泥を揉み込む必要がある。

The Ball: NPB uses balls manufactured by Mizuno, which are slightly smaller, have slightly higher/tighter seams, and feature a tackier leather surface than the slicker Rawlings balls used in MLB.
Grip and Pitching: Because the NPB ball is tackier and has smaller/tighter seams, pitchers generally have an easier time gripping off-speed pitches and the splitter, which is heavily featured in Japan. MLB balls require a special mud rub-up from the Delaware River before games to remove factory slickness.
