Reo is actually not at all the normal reading for these characters, 獅子 would normally be read as “Shishi” but in names it has been acceptable to use non Japanese words that share meaning. Some other famous examples are Runa using the character for moon and Naito using the character for a knight.
Bonus note: the Ukrainian sumo wrestler Shishi is written 獅司.

両方あるよ。この場合は、漢字の意味を重視して読ませる「当て字」と呼ばれるものだね。

名前にしか使われない漢字や、名前だけで使われる漢字の読み方もある。その上、韓国語や中国語、ベトナム語の読み方が使われることもあるんだ。そして最後に（私にとって非常に大切な人のケースなんだけど）、そもそもそんな読み方をするはずのない漢字なのに、誰かの間違いでそうなっちゃったってこともあるよ

Both exist, in this case it’s something called Ateji where you use the characters for meaning.
There are also name only kanji and kanji readings only used in names. And on top of that there are sometimes foreign readings from Korean, Chinese, and Vietnamese that are used. And finally sometimes(as is in the case of someone very important to me) the kanji just isn’t meant to be read like that but is anyway because someone made a mistake.

I read his grandpa was Lions fan (the OG Fukuoka Nishitetsu Lions). The name "Leo" has been associated with Lions franchise for a very long time.

Don’t quote me because it’s been a long time since I read the law, but my recollection is that it doesn’t appear that this name would be impacted and my admittedly weak check on a baby name website indicates that it is still in use for newborns.

Sorry, I didn’t write that very clearly. I meant to say that the name itself doesn’t appear to be impacted by the law, retroactively or if you wanted to name your Japanese child after him.
